Not fully programmable. No CHIRP (yet?). Out of the box, they should be compatible with each other but not with other FRS radios as these are pre-programmed with privacy codes specific to the devices. While the privacy codes and some other values can be edited via the Retevis software, the frequencies can’t be modified. As for programming with CHIRP, I think the RT19s are so new that they haven’t been included in the database yet. I tried other Retevis models but none were compatible. I’ll update this review if things change.
